I needed to run Xilinx ISE 14.7 for some older Spartan-6 projects, but the official version doesn’t officially support Windows 10. After some trial and error, I got it working. Here’s the method that worked for me.

Run xsetup.exe and install with default options. Avoid installing to Program Files (use C:\Xilinx instead) to prevent permission issues.
